I’m trying to run Google Ads for a cleaning business in a city with 2.3 million people.
I’m using Exact Match keywords (high buying intent) with Max Clicks set just below the Top of Page Bid. I plan to switch to Maximize Conversions after gathering about a month’s worth of conversion data.
The search volume for the keywords is good, so that’s not the issue.
My negative keywords don’t overlap with my Exact Match keywords since they don’t share any common words (like “buy,” “how to,” etc.).
The campaign went into Bid Strategy Learning for 5 days, and everything looked fine. Now the ads are supposed to run, but when I logged into my Google Ads account to check why they weren’t running, I saw this message:

My Google Ads manager called me about 10 minutes after I logged in and introduced himself.
He suggested using only Broad Match and Maximize Conversions. I told him I absolutely wouldn’t use Broad Match and that I would switch to Maximize Conversions after a month of data. He responded, “I understand. Since the ad strength is good, if you prefer not to use broad match, we can use phrase match instead. Phrase match has a wider reach than exact match but still keeps more targeted relevance than broad match.”
I told him that Exact Match and Maximize Clicks are perfectly fine. I know the differences between match types and how they affect my budget and the search queries my ads will show up for.
Now, he’s not replying to me, and the campaign just sits there with 0 clicks and 0 impressions.
How can I fix this and get my ads running?
