If you're tired of AdMob's limitations, you can try using other ad networks that I've tested and found to be satisfactory. Here's a list of some of them, not in any particular order:

FAN
Ironsource
Applovin
Unity 3D
and Startapp (although Startapp is the worst among them, they do pay on time).

In my opinion, the best approach is to use mediation and bidding. Applovin MAX and Appodeal are both good options to consider.

I switch ad networks by updating the server JSON file, and whichever network makes the most money in a day, I stick with it. I personally prefer using a single network instead of mediation and splitting the revenue across multiple networks. All of the networks I've tried are good, except for Startapp.
 
While Startapp is not as bad as I initially thought, it does require using the latest SDK version and works best with Tier 1 countries, particularly the USA.

"I am not sure about StartApp's eCPM for their Splash Ad in Tier 1 countries compared to AdMob or FAN. Similarly, I do not have information about the eCPM for Tier 3 countries. You may need to check with the respective ad networks for such specific details.

had my account with AppLovin limited or banned, just like AdMob. Therefore, if you experience issues with AdMob, it is highly likely that you will face similar problems with AppLovin as well.

have a tool app with approximately 100 daily users, which is not sufficient for me to monetize with ads. I am considering manually adding 5 different affiliate links to the app to appear as standard ads every 5 minutes or so. However, I am unsure if this is allowed. Would it be permissible to add affiliate links to an app in this manner? The links would be related to the app's niche and could potentially generate sales.
 
Unity is a good ad network, but it takes about two months to collect the revenue. This can be difficult if you don't have a large budget........
