Aside from the aforementioned, https://vsys.host/ is a respectable offshore hosting provider.
I previously used them to host adult content and they ignored DMCA complaints.

They serve their purpose well - dmca copyright. I'm not familiar with dmca warez.
There must be a reason why all warez sites are hosted on RU servers. If you stick with an RU provider, you'll eliminate a lot of guesswork.
You could open a ticket with knownsrv and ask them about the different types of dmca and which ones they prefer.

Yes, I use the Netherlands, but I only have a simple blog that works fine. I cannot provide an answer if you work with a complex blog with a large amount of data because I lack experience. Best of luck
