Is it worth doing cpa?

Is CPA (Cost Per Action) really worth the effort? It appears to involve persuading people to provide their information for things they may not genuinely be interested in. I've come across stories of people claiming to make up to $20k a day with CPA, but it sounds too good to be true. Are there actually people achieving significant earnings with CPA? I assume that achieving such revenue requires media buys or paid advertising strategies.
