Web-D I can build websites, but I struggle with designing how they should look. How can I solve this problem?

I want to start my own website development agency, but I’m not very confident with designing websites from scratch. I can already build, manage, and host some client websites, but I mainly use existing templates. I want to offer custom websites to higher-paying clients. Does that mean I should hire a designer? If yes, where can I find someone who creates original designs instead of copying existing layouts?
Any advice would be helpful.
