Which is better for managing Instagram accounts on an Android app emulator: ip4,residential or mobile 4g proxy?

In my opinion, using residential proxies along with an Emulator Enabled RDP is the way to go.

What are you talking about? That's totally incorrect. Stick with using proxies, buddy. Mobile proxies are residential too, but they're stronger than regular residential ones. I'm not sure how you could think that mobile IP ASN is like data center IPs.
