Run msconfig, go to services, and disable the two that say Google Update...

End the GoogleUpdate process.

Then, go to Users/your_user/AppData/Local/Google/Update/ and rename GoogleUpdate.exe.

I did all of this, but Chrome still updates somehow. For now, it's not updating. Let's see what happens.
